Funded by Defra, April - September 2006

This research was commissioned by Defra to inform its review of the Quality Parish and Town Council Scheme in England. The study involved a questionnaire survey of all accredited Quality councils and of a matched sample of equivalent non-accredited councils; interviews with key stakeholders; and a number of short case studies. Graham Gardner and Kate Gannon were employed as research assistants on this project.
