Your comment: In blackboard ultra a discussion has to be started by an instructor, rather than students being able to start a thread, so they are no longer being used at all, whereas last year I and other students on the course found them a useful tool.

Thank you for your query. It is possible for students to start discussions in a Blackboard Ultra course. This needs to be enabled by one of the course staff. Each staff member will make different decisions about whether or not students can start discussions, so you may find that settings will be different in different courses
